Nigeria has developed several cybersecurity frameworks and regulations to address the
growing threats in its digital landscape.

 

1. Cybercrimes (Prohibition, Prevention, etc.) Act, 2015

This is Nigeria’s foundational cybersecurity law. It: 

 

  • Criminalizes various cyber offenses (e.g., hacking, identity theft, cyberstalking). 

  • Establishes procedures for investigation and prosecution. Mandates data retention and cooperation from service providers. 

  • Provides for the establishment of a Cybercrime Advisory Council.

3. Cybersecurity Incident Response and Crisis Management Framework
This framework, developed in collaboration with legal and regulatory bodies, provides:
 Guidelines for detecting, reporting, and managing cyber incidents.
 A structure for crisis management and business continuity.
 Emphasis on collaboration between government, private sector, and international
partners

5. Nigerian Communications Commission (NCC) Regulations

​The NCC enforces cybersecurity standards for telecom operators, including:

  • Data protection obligations.

  • Network security requirements.

  • Consumer awareness initiatives. 

2. National Cybersecurity Policy and Strategy (NCPS)
Updated in 2021, this policy:

  •  Outlines Nigeria’s strategic approach to cybersecurity.

  •  Emphasizes public-private partnerships, capacity building, and international cooperation.

  •  Focuses on protecting critical national infrastructure and promoting cyber hygiene

4. Central Bank of Nigeria (CBN) Guidelines
The CBN has issued several cybersecurity guidelines for financial institutions, including:
 Risk-based cybersecurity frameworks.

 Mandatory reporting of cyber incidents.
 Requirements for data protection and secure digital banking.
